AGENDA FOR CITY COUNCIL MEETING

SEPTEMBER 16, 2025

The Talty City Council will hold their regular monthly meeting, including public hearings on the Fiscal 2026 Budget and a proposed tax rate $0.21 ad valorem tax rate for Tax Year 2025.  Meeting shall begin at 7:00 pm on Tuesday, September 16, 2025 at City Hall, 9700 CR 213, Talty, Texas.

 I.         Call to Order:  Mayor Garrison will announce a quorum;

II.         Invocation and Pledge

III.        Open the public hearing on the proposed FY 2026 budget.(Draft budget is posted on our Financial Info page.)

            Close the Public Hearing.

IV.        Open the Public Hearing on the proposed $0.21 ad valorem tax rate.

            Close the Public Hearing.

 V.        Citizen Participation: Citizens may address the City Council for three minutes.

VI.        Action Items:

1.         Discussion and action on the August 19 and September 9 minutes;

2.         Discussion and action on the August, 2025 Financial Report;

3.         Discussion and action acknowledging presentation of FY 2024 Audit.

4. Discussion and approval of an ordinance adopting the Fiscal 2025 budget;

5.         Discussion and approval of ordinance adopting an ad valorem tax rate of $0.21;

6.         Discussion and action ratifying the increase in revenue from property taxes reflected in the Fiscal 2026 budget;

6.      7. An ordinance of the City of Talty, Texas, adopting right-of-way management regulations, providing regulations and permitting requirements for City rights-of-way; providing a repealing clause; providing a severability clause; providing a penalty of fine not to exceed five hundred dollars ($500) for each offense; and providing an effective date.
