PUBLIC HEARINGS NOTICE- July 28 & 29, 2025
The City of Talty's Planning and Zoning Commission and City Council shall hold public hearings and consider action on proposed plats for Mabrey Meadows Phase 1B, 2A and 2B and a rezoning request for the Talty Industrial Park. Following their public hearings the Commission shall consider action on recommendations to the City Council. Following their public hearings, the City Council shall consider action on all matters.
The plats are included in an area identified as 9889 FM 2932 and are a portion of PID 9453 on the Kaufman Central Appraisal District. The applications are for the following proposed plats:
A final plat for Mabrey Meadows 1A including 161 single family residential lots and 8 common area lots on approximately 30.791 acres.
A preliminary plat for Mabrey Meadows 2A including 120 single family residential lots and 3 common lots on approximately 27.481 acres.
A preliminary plat for Mabrey Meadows 2B including 185 single family residential lots and 7 common lots on approximately 35.368 acres.
The area encompassed by all three plats is in the City's extraterritorial jurisdiction south of FM 2932. More detailed information is available on request or at city hall.
Rezoning notifications are being mailed to property owners within 200 feet of the tracts of land that are subject to the proposed rezonings for the commercial development platted as Talty Industrial Park, Phase 1. In Kaufman County records, the plat is filed in Cabinet 3 Sleeve 290.
The proposed rezoning would assign a Light Industrial- LI designation to the Amelia Way right of way and parcels identified by the following property numbers by the Kaufman Central Appraisal District (KCAD):

The proposed rezoning would assign a General Retail-GR designation to the undeveloped parcel identified by KCAD as #193317.

PROPERTY FOR ITS CURRENT USE. PLEASE READ THIS NOTICE CAREFULLY.
The proposed zoning will not deprive the owner of the right to use the property for its current use but may cause the property to be a lawful nonconforming use, which may only be terminated under limited conditions. Members of the public are invited to attend.
If you cannot attend and wish to provide written comments or documentation for consideration, or should you have questions, please contact City Hall. The rezoning request affects an approximately 11.555 acre area platted as Talty Industrial Park. The requested rezoning would assign Light Industrial- LI zoning, a category to 9.919 acres and General Retail-GR to a currently undeveloped 1.636 acre are located along FM 1641. The requested categories were created by Ordinance 2021-05. Previous actions assigned broader Commercial and Industrial designations.
The Planning & Zoning Commission public hearings shall take place at 7 p.m. on Monday, July 28. The City Council public hearings shall take place at 7 p.m. on Tuesday, July 29.
