After the implementation of the traffic lights at I-20/FM 1641/CR 213, the City quickly became aware of an issue with the placement of the No Right Turn On Red sign, which was intended for those coming off of I-20. After notification and review, TxDOT changed the sign's placement. Similarly, we have been in contact with TxDOT about continuing concerns about safety and complaints about the frequency and severity of traffic back-up issues. The area engineer at the Kaufman/Rockwall TxDOT division has assured us traffic engineers are reviewing the lighting pattern's timing to enhance safety and otherwise improve traffic flow. 

This intersection has long been complicated due to the close proximity of traffic coming off of CR 213 and exit ramp. Many of you will recall when the FM 1641 traffic did not stop at all. Eventually TxDOT reviewed conditions and deemed it appropriate to place stop signs for the FM 1641 traffic on the southern side. After similar review, TxDOT installed the recent traffic signals. 

A project to install frontage roads on both sides of I-20 has been in development for decades. City staff even attended several days of value engineering on the project in June, 2017. Since part of the project includes the installation of an S-curve redirecting CR 213 to a point further north across the undeveloped area alongside the Catholic church's historic chapel and closure of the current intersection point, we have suggested this very small portion of the project be carved out and sped up. This will still take time, but getting the CR 213 separation in place years early would greatly simplify managing this intersection and make traffic safer far sooner. 

We have also communicated with the reps of Commissioner Terry Crow and State Representative Keith Bell about the issues and potential accelerating the elimination of the CR 213 complication earlier than currently planned.
